He assumed command of the first class protected cruiser Endymion some time later in 1907, but left her in February 1908. In April, he assumed command of the first class protected cruiser Theseus.
He was succeeded as Royal Navy Naval Attaché at Tokyo by Captain the Honourable Hubert G. Brand (RYS 1902-1954) on 9 October 1912 and was placed on the Retired List at his own request on 22 January 1913.
He was the Chief Naval Censor throughout the First World War, and described how he did his work in an amusing and very indiscreet book called "Indiscretions of the Naval Censor"
