Born on 25 July 1827, he was the second son of Spencer de Horsey (RYS 1833-1859) of Great Glenham, Suffolk, and Lady Louise, daughter of the 1st Earl of Stradbroke.

He joined the Royal Navy in 1840 and was ADC to Queen Victoria in 1871.  He retired from the Navy in 1892 and lived at Melcome House, Cowes.

He wrote An African Pilot: The Rule of the Road at Sea and Draysoria.  He was the Chief Officer of the Isle of Wight Magistrates and Deputy Governor of the Island.
